Almost all owners today were introduced to the game through betting or other owners in the past.
It all boils down to cost of gambling. If there were long term non rebated winners, there would be more intrigued people trying the game out. More people would bring their friends, coworkers, or family members out, and some will get hooked into betting and some of those will get up enough nerve to become an owner.
So yes, it is the damn horseplayers fault for not bringing enough family, friends, and coworkers to the track.
It the horseplayers duty to bet into a 21% collective takeout and tell friend to play as well.
