Question on reading the will pays

I am confused by how the will pays are displayed, for example looking at the pick 6 will pay for race 9 at Belmont today, it lists the following as the finish for the prior races..

1,3,9/3/5/5/7/

ok, so in
race 8 entry 7 won
race 7 entry 5 won
race 6 entry 5 won
race 5 entry 3 won
That makes sense until you get to the 1,3,9? Anyone know what they're talking about? Race #4 was won by entry 3.

Maybe 1 & 9 were scratches?
