Superfecta payouts

If there is only one winner in a superfecta race, and it is for a 10 cent bet,
does the solo winner get the entire pool?

On the NYRA circuit there are 2 payouts listed,
one for a $2 bet
and another for a 10 cent bet which is 1/20th of the $2 payout.

If the solo 10 cent winner does not get the entire pool
what happens to the rest of the $.

Do different states have different rules for this?

Solo winners get the entire pool less takeout regardless of the size of the base bet.

True, but I always like how they state the payoff bigger than the pool itself even when there is only one 10 center being paid from that number.
