New Withholding policy in MA
unknown prior to today's message in Suffolk's program. Apparently went into effect today.
Simply put any bet that is worth more than $600 in winning by ADW residents in MA and any racing/simo center, regardless of the amount wagered is now subjected to a 5% withholding by the state.

Went into effect in april sometime
The state police and others were at plainridge arrested 2 of the 10%ers
and are still there watching over things.Apparantly the boss who is
retired due to illness Ha Ha.He was allowing stuff that brought the
heaet on the place.See if they get the Slots license???

i haven't been in that place since i worked there 14 years ago, but this thing sounds like the ghost of Lou Guiliano is behind this mess. he must be laughing in his grave right now.

Hi Craig,
This is news to me. My ADW takes out taxes when they are required to do so, and I have not encountered a single case this year where withholding took place, if at the indicated thresholds indicated earlier in this thread.
Could it be that in MD it only applies to folks who wager at the track or OTB site?

Could be, I'm not an expert. I'm sure I remember they withhold from non-residents, but maybe that doesn't include ADWs as you say.

i collected more than the $600 in Pimlico 2 weeks ago, but it was on a win ticket.
from what i read on the Massachusetts rules, if you bet a win ticket in the amount of $200 and the horse pays $7.00, they withhold the state tax. i don't know if you would have bought 4 $50 tickets on the same horse if they would take the tax money out.
it looks to be a pretty stupid law as most of them are in this state.

MA LAW HERE IT IS the horse and dog racing part
VOTED ON IN NOV 2011 WITH INTO AFFECT 90 DAYS THERE AFTER
Horse and Dog Racing. Under prior law, [11] there was an exemption from Massachusetts withholding for winnings from horse and dog racing. The Act removed the exemption from Massachusetts withholding for winnings from horse and dog racing. Under the Act, a payment of winnings of $600 or greater from horse or dog racing (including winnings from simulcast horse or dog racing) is subject to Massachusetts withholding. [12]

Let me get this straight... The tax is going to grind you to the tune of 5% of your winning wagers if you are a big bettor?
They might as well close the tracks now because the only people who will have a bankroll are the less-than-large players and the tracks cannot survive on those players.
We had a client once who was a pretty good superfecta player. Every September or October he ran out of money because so much had been withheld. Then, in January, he would file his taxes, and be back in action in February.
The point is that the track would lose like 3-4 months of his action.
It is just a stupid idea.

If u play BJ and bet 500 and hit a black jack pays 3/2 that's
subject to the 5%.Why would a big ma player play in his home state as this only
applies to Ma residents.So the tourists will be here and the natives will
have to continue to go to CT...Foxwoods we come

Can any MA residents who have an ADW account clarify this for me?
For example: If you are a MA resident playing Belmont Park via a TwinSpires account and hit a P4 that pays over the $600 threshhold--does TS withhold the tax at time of winning? Do they even report it?
(The key being that the bet is NOT on a Massachusetts track but is made by a Massachusetts resident through an out-of-state ADW).
Digging up this thread because I have a relative moving to MA and he is curious to know if this tax will affect him.
