The Colorado Horse Racing Association sent out a request on it's Facebook to get it's supporters to encourage your state reps to support HB12-1280, which is VLT's at the track (good marketing that on their page they state the bill is to support college scholarships).
I must confess that I have not read the bill, and am as ignorant as most of the public, but call me cynical, I don't think VLTs will "save" Colorado racing by just giving the tracks and owners/breeders more money without help for bettors (as well as possibly retired horses and disabled jockeys).
