WC....
If you want a challenge , why dont you look at AllDATA......
its a free Excel program that loads DRF files
along with its own pace program you can also create your own program if you have some knowledge of Excel..

That's my guy. Tell him what you want programmed--what you're willing to spend...and when he's done laughing he'll give you a fair quote.
You MUST know exactly what you want programmed though. He will not guess.
Good luck

Anything more complicated than adding the speed rating to the track variant will cost at least 10k to program.

It is usually a good idea to test first. If it pans out over a larger sample, then consider developing an app for it. Stuff that works over a small sample (a couple of hundred races) usually flops when applied to a larger sample.
Also, in whatever tests you run prior, be sure to do the basic data cleaning--truncate outliers, clean anomalies, etc., before calculating possible returns.
Good Luck!

DeltaLover had (or was developing, or had developed) something that might be of value to you. Open-source (as in free), intended to test handicapping ideas over a database of races. You could probably find it if you search this forum.
Thread name "Is there any need for an open source data processing tool?" in Handicapping Software
