MSP Files

I've got a number of large files in a Windows installer subdirectory with msp file extensions. A google search suggests these are some kind of patch files, I'm assuming from updates.

Most of these files have dates 2, 3 and more years older. Does anyone know if they can be safely deleted or do they need to remain so they can still be accessed by the OS (or some other program) from time to time?

If it matters, the machine runs with Windows 8.0.
