in aruba I bet at the Seaway Casino. They had DRF pp free. They showed Gulf, SA, ADQ and Tampa.

I played the horses and bet NFL games in Dutch St. Martaan at the Paradise Plaza Casino. They printed PP's for me at no cost. The day I played (a Wednesday) there were about 8 people in the Sportsbook playing the horses and nobody else there was looking at PP's. Not much atmosphere in the sportsbook....but I must say it offered a nice sports betting menu for being a long way from Las Vegas.

you could also check out the royal beach casino on the island of st kitts...I use to deal craps there and after I left I heard they opened a sports/race book. The owners are canadian so they might offer what you're looking for.

From what I can gather (and thanks for the advice and recommendations!) there is no simulcast wagering on US/Canadian tracks at non-US/Canadian tracks? Does anyone know of any exceptions? I was kind of hoping someone would have first-hand knowledge of some tracks in Sweden or Argentina (or wherever) that handle simulcast races from the US and Canada.

Casinos are okay, but I really like racetracks. Not even Australia simulcasts US/Canadian races?
