More garbage in Illinois for bettors

In addition to the ADW authorization until 2017, the bill also imposes a surcharge on winning wagers placed in Illinois to make up a revenue shortfall from 2013.

It seems like some states have declared war on horse bettors especially those who bet over the internet. Saddly it is beginning to look a trend.

Some day in the not too distant future, horse players will betting on computer generated races over the net. Race tracks will become casinos and shopping centers. And some crooner will be belting out "there used to be a race track here".

Yes,a revenue shortfall from 2013 due to a lapsing of the ADW bill last year. We were without AWD from shortly after New Years til sometime in late May. Illinois at it's "High Noon" political best...or worst.

HRTV (Cadman and Yury?) hailing it as "great news" because otherwise it would have killed the Illinois horsemen. No mention at all of bettors taking it in the shorts again.

OTB prices at home, as a result of a stuff-up by created by the horsemen, the IRB, the racetracks and of course the politicians.

The additional surcharge must be so minor that the amount of it isn't even worth mentioning.

Yes. Surcharge on top of surcharge on top of prexisting surcharges. What is it....up to 0.5% this time around?

I am beginning to realize that the biggest hindrance to the advancement of horseracing are the "horsemen" themselves.
They know about horses, their horses, and apparently not much else.

Does each additional surcharge create its own breakage withholding?

No,I don't believe so. A little cause for concern though is the optional surcharge(s) above and beyond that the tracks,OTBs and ADWs might grab.

I am sure you are wrong, in all the years I lived in IL you never got track prices at any OTB or Intertrack, and price always broke to the nickle.

Illinois has been screwing the bettors for years, Arlington used to get an additional surcharge, going back to the year they opened.

Yes..you could be right. I've been thinking about this since posting last night. Might have to ask someone at Arlington "in the know".

Not quite sure what this means (looks like a 0.7 surcharge in addition to a .25 tax) but it is the only details I could find:

The legislation extends an existing .25 percent account-wagering tax, but also introduces new de facto taxes, called surcharges, that will be borne by horseplayers and are unrelated to account-wagering law. HB 11 mandates bet-takers impose an additional 0.2 percent surcharge on winning wagers and the profits from them, to be split evenly between track operators and purses. It also allows bet-takers to impose up to a 0.5 percent surcharge on winning wagers and the profits from them. The first $100,000 collected from the mandatory surcharge will be deposited into a Quarter Horse purse fund, with all remaining money put into the general horse racing fund.

I believe the .92% surcharges added on this year are in addition to the 0.18% surcharges imposed in August of 2012, bringing the total larceny via the ADWs to a nice round 1.1%.

Thaskalos asks a great question. If all the surcharges create separate breakage, the net takeout will be closer to double the 1.1% if not more.

All I can say is last year, while still an Illinois resident, I opened problem tickets with both Twinspires and Xpressbet in an attempt to find out how the surcharges were calculated. There was no consistency. Sometimes I was paid full track odds, and sometimes I was dinged for much more than .18%. The real horror of it all was the "surcharge" was going to about the most crooked sport in the U.S., Illinois harness racing.

Both ADWs claimed the host track calculated the surcharge, and only Xpressbet took some extra time to dig into an explanation. Apparently, it came down to how many winning wagers were paid out to Illinois residents for the whole pool, and rounding and truncation would sometimes result in full track payouts.

With the total surcharges over five times the previous levels, the Illinois players will probably take a bit closer notice and cry, poor sods....
