Stop treating the homeless like animals. Treat someone as if they are less than human without value and that is how they will behave.
The person that wrote this should have signed off as liberal idiot.
I used work on the edge of Skidrow in East La. Most of your homeless people are either mentally ill or drug addicts, they will also steal anything that isn't bolted down. To think they are not dangerous is to be a complete fool.
