Read a high school civics textbook. The F.B.I. investigates crimes. The F.B.I. is part of the Department of Justice which is headed by the Attorney General, who is a member of the President's cabinet. So the Executive Branch can, and dies, investigate crimes. And the Legislative Branch can, and historically does, investigate anything it damned well pleases. I am unaware of any instance where the Judicial Branch investigated a crime.

The FBI is an law enforcement agency. The House is one of the Legislative Body that creates Federal Laws with over site authority.
Did Tinsle set or have any involvement in its creation... no. The House investigates what the hell it wants for the purpose of enacting laws not to attempt to prosecute and convict its political rivals on trumped up charges. This illigetmant commi ty is acting as victims.. prosecution... jury... judges. All outside their lane.
