In CA go or no-go are based on Heat Index, a dry 100 can within the acceptable range where a humid 90+ may not. Safety Steward and vets make the call on whether to run or not.
However I agree with you, there is no reason SAC couldn't run at night as they run harness races at night when they run. Probably has something to do with the the potential of losing money from Del Mar betting, but as you know...

1030 and 1130 are perfectly logical starting times when it is hot. They are not early morning though as was suggested in this thread, they are late morning.
