I agree that's flawed. Beaten lengths should be the distance between the first and second as the winner hits the wire. There should be a frozen picture and the calculus would be simple, just a ruler can be used as measure.

I thought of posting something but I thought it was a little corny.
My mother is 87 years old. She's dabbled in horse ownership for a couple of years, and had one decent sort who had some seconds in Maiden races at Gulfstream before breaking down after a race.
But she has a nice filly now named Pound the Table. She had a troubled trip in her last start and finished second, so I thought she was sitting on a win and went out to Fair Meadows for the Friday night card. Horse dead-heated for the win in the first race, giving my mother her first ever race win. She flew out to see it too, and she got her picture taken and everything. It was a lot of fun.
Horse figures to run again against winners at Remington. We'll see how it goes.

I love how the winning margin was so exact. Not 32 lengths, or 33 lengths, but 32 1/2 lengths. 😜

The "length" unit of measure probably originated when someone, probably a caller, noticed that the distance between the infield fence uprights approximates the length of a horse. It was a way of quickly estimating, on the fly, the distance between horses.
