Shouldn't be allowed to race anymore?! WOW. That's just crazy. Dumb win bet? Yeah, maybe in certain cases, but ban Evening Attire??!! Yes, breaking is a fundamental part of the game, and yes, the betting public deserves to be protected.

However, those betting the majority of the money in this game likely have the sense to understand when a comment in the running line says "Hesitated Start," it means the horse gets away slowly. Even those new to the sport should be able to understand that without clarification.

If people are trying to break horseracing down to numbers or figures, without regard for PPs or horses' habits, than they are missing a chunk of the equation.

I just don't see how Evening Attire's actions warrant his being banned.

And I really don't see how you can toss the stewards under the bus as having not addressed the situation. Do you know this as fact? Or did you just assume that because Evening Attire isn't banned the situation has not been addressed?
