I don't know what the police are saying to this guy but in a lot of videos - they do order suspects to get on the ground etc -- yet as pointed out he is walking away from the police and reaching into or looks like he is going into his vehicle and to me that is not what you want to do .... his walking away in fact allows him to potentially control the situation because he is doing want he wants to do ... if he was not shot and reached in for an assault rifle etc. and began shooting .. then what ?

I think it was obvious something wasn't right with a person who stops their car in the middle of a two lane road impeding traffic in both directions. It signals the perp is either drunk, high, crazy or all of the above. If your car breaks down you pull over on the shoulder not in to oncoming traffic.
Considering the video I don't think the finding of PCP will alter the cop being guilty. The guy wasn't exhibiting violent behavior.

If the prosecution can prove that the windows of his vehicle were up, then it is clearly voluntary manslaughter. Whether he had pcp in his system, A machine gun in his trunk, A Facebook post earlier in the day stating that he was going to kill police etc. etc. etc.… All of that stuff is "noise".
Either he was reaching in his vehicle, or he was not.

This is what cops are supposed to be trained to confront . . . the lady cop clearly shit her pants and panicked . . . this is the end result of lowering the bar to accommodate politically correct hiring quotas (whether explicit or tacit) . . . the lady cop ought to seek a plea because at a minimum she's guilty of manslaughter due to her negligence

I agree with all the above (pretty much). But now her attorney can say that her initial judgement was correct (she claimed immed. That she thought he was on PCP if I remember right) and that brings in some credibility on her part. Then her attorney can try to extend that to her belief she needed to shoot. It all depends on the jury.

Ok, please post videos of people that police pulled over in Japan that were unruly, or simply didn't abide by police orders (such as don't move, or, put the gun down). Unless you post videos of that nature then we are just comparing apples to oranges.
Police in the US are Ina much more volatile environment
What you need to realize is it's cultural. Police here are not much different than in Germany (been there) but the way certain folks here react to being pulled over, is. When you see how the Japanese people reacted after the tsunami, you realize how much better their culture is when it comes to order during duress. No lootings, no shootings.

And those riots were sparked by the very same reasons as recent riots in the US, the killing of members of a minority group at the hands of police (did you even bother to watch the videos?) and the perception that the police force is biased or at very a tension between the police force and a large black underclass.
