Horse racing has many problems... The biggest as I see it is, those who are thriving in the industry as it is, are also the ones making the rules. (as they go)
Why would they ever want to clean it up?

The answer simply is competition.
There is too much competition for the gambling dollars. As the integrity of this gamble is brought into doubt, gambling dollars will go elsewhere.
The sport already has so many disadvantages compared to other forms of gambling:
The high takeout
The difficulty in new fans understanding how to read the past performances
admission charges and costs of information

The decision in Arkansas yesterday was a slap in the face to all honest horsemen. Teflon Bob did it again, even though the split sample testing that his lawyers requested actually showed that the amount of lidocaine present in the two horses was much HIGHER than the original sample. The reversal surprised me a bit because it wasn't California. The CHRB is corrupt, in my opinion. The fact that Arkansas racing bailed Baffert and his owners out is concerning. You have to wonder if Baffert pays to get out of these things. Baffert and his owners have made a fortune and they can certainly afford to grease the necessary palms.
It's unfortunate, but we live in a very corrupt world where the rich yield a lot of power.

Baffert is in some ways the face of the sport. Those who've played SoCal over the years know the danger of ignoring the "advantages" he has, and the protection he seems to enjoy is a worthy subject for closer journalistic scrutiny, I agree. In fact, the relative absence of such scrutiny given his uninterrupted, decades-long domination of the sport is one of the clearest indicators that the sport remains determined to stay in the shadows.
I'm curious what folks happened in this case, though, since I can't quite make it out. Is the idea that Baffert used lidocaine on his top horses prior to these races, and has been permitted to muddy the water over chain of custody and other issues? Or something else? The long DRF article doesn't make it clear to me what is being implied.

It is what it is. A lot of people are insulted (rightfully)...some are shocked (understandably).
Oaklawn Park has done so much in recent years to improve everything as far as racing there. I don't know how much this sets back their cause...but it is safe to say it certainly won't be helping it.
When Racing Officials are willing to sign off on shit like this...one can only imagine what is signed off on with regards to everyday racing there...that doesn't make the news. May explain that, despite all the improvements in recent years...Oaklawn's handle is what it is (good...not great).

I don’t know how or why it’s gone on this long, I thought the thyroid treatment that put a handful of horses down would’ve been enough but then you had two triple crown winners, one of which shouldn’t have qualified for the derby, win at distances their pedigrees said they should not

Baffert brings in fans and money
The reason Bob gets away with this all the time is that people come to see and bet on his horses. They know if Bobby has a horse in a stakes race it has a shot and will take a lot of money.The media has made him a darling with constant interviews and camera shots. Yes, he is successful and a shrewd business man. He is the face of racing. Just watch how many interviews and appearances he will do next week in Kentucky!
The only way he will ever get penalized is for horseman to stand up against him!

Most races would be better gambling races without him. People often say if he left Ca they would go out of business but it's the exact opposite. Many big stables stay away from Ca because they don't want to run against him. Bob is a fraud that was created by the CHRB covering up the sudden deaths back in 2012 or 13. No other Trainer would have survived that. CHRB Chairman even sat in his box with him during the investigation and he wasn't even suspended 1 day. Glad to see most people on to him now. The video of him saying he injects horses for no good reason that he will say is damning.

Most races would be better off getting rid of the claiming system and going to a handicap system like they use in UK, HK and mixed in Australia.
But most supertrainers hate it because then they can't cherry pick their spots.
