My guess is the grand jury has made it's decision and they're waiting till the protestors/looters get tired, hungry, bored, or whatever and disperse. A few die-hards will remain, but hopefully a large portion of the criminal element will go home or wherever else the assholes are residing. Police can then take positions on the streets and the decision read publicly.
In a more practical world, when the criminal element returns they'd be ambushed, shot dead, and removed. In my opinion, however, it will be worse than that and a few good cops may die or get injured.
No doubt the criminal garbage is hoping for a decision favoring the accused cop and not their fallen scumbag hero. They can then reek more havoc, destroy more property, and loot more businesses. Their parade would be in full swing as they've planned and prepared for. Bastards!!

The thugs have not the slightest regard for Michael Brown, they are only waiting for an excuse to act up and commit more criminal deeds. My solution for dealing with rioters is quite harsh and very simple, but would be impossible in today's PC world.   Would flank the area with a pair of "Big Deuce" .50 guns, and at the first outbreak of law breaking would give the order to rake the area for about five seconds. Put 50 or 100 of the assholes on the ground and the rest would get the idea and go home.
