A reason for this is US tariffs and quotas on imported sugar designed to prop up US sugar producers. This is also one reason many US candy makers have moved to Mexico.

I've always wondered how the gov gets away with "sin taxes" and the other unfair taxes it levies on some items. Are these companies so sure they wouldn't win in court to challenge these taxes?

Never. They will continue to become more and more relevant; at least to the growing population of homeless people who love camping out on the sidewalks and shooting up their heroin. Ditto for Portland. Washington now has the coveted trifecta of Senate, House and Governor. Bigger and better taxes are coming soon starting with Governor Jay Inslee's carbon tax. That will soon be followed by a state income tax I'm sure. Remember, the sugar tax is only in Seattle. These other taxes will be statewide.
Fortunately, we get a lot for those taxes. Some of the things we get are.... wait a minute, I guess we don't get anything except more homeless people. Shit.
