35 Year Stolen Identity?

This is almost impossible to believe.

A man's identity was stolen in 1988 and used for over 35 years.

He was actually imprisoned for 2 years and deemed mentally incompetent for believing who he really was.

That's messed up in CA. How can a university security officer find out the truth in short order yet CA couldn't do it in two years. A DNA test was the obvious first choice. CA is lazy.
