Fair Grounds - Monday, what the hey?

According to the Fair Grounds website the track is "fast," and turf is "off."
Fair enough.
But why were all the horses in Race 2 scratched but two? It's a dirt race, not one switched off the turf.
For that matter, what's with all the "stewards" scratches there decimating a couple of other fields? All this is unrelated to the off-turf races which were actually left with 7,7, and 8 horses -- not too bad for an off-turf race.

Six horses came out of the 10th race turning it into an eight-horse race.
In the 3rd race, three horses were scratched turning into a five-horse race.

Except for an AE in the 10th all were said on Equibase to be Stewards scratches,.
There were four "trainer" scratches, and one by the Vet.
Did they fail a drug test or something?
What in tarnation is going on?

EH1...equine herpes...it's on the front page of drf and is in BH. Barns are quarantined, no shippers in or out...so anything stabled at EVD, Folsom, DeD or up by LaD cannot ship. Going to be lots of scratches until the quarantine is over. 1st round of tests due today, 2nd round due this weekend.

And there off the turf because we had so much rain yesterday and the turf course is probably not dry enough. They will tear it up if they race on it plus theres still 3 months left of racing.
