Reparations for all the federal land on the new country.Or you gonna go all Fidel Castro and just keep it without paying for it?
China will own the paper on the new country after all the borrowing you will have to do.Starting a new country from scratch gets to be expensive. Hope ya like General Tso's chicken. 
But don't worry, I'm sure President-for-life Trump (Palm Beach will have to be the new capital  )strutting around in his South American type military commadante outfit will negotiate a great deal with President Chelsea Clinton  to alleviate that.Absent that, declare bankruptcy.

Saw a good writeup somewhere of if every state became independent and began fighting each other.
Consensus was that the nation would wind up with three major powers. The West Coast, a Texas dominated south, and a Ohio/Pennsylvania led Midwest with the latter being the most superior by far.

It's always a fun exercise to imagine partitioning.
The reality would be ugly.
Those fawkers would scratch and claw (and shoot)
for every square inch, being the greedy bastids they are.
No use pretending.

Are you saying that one side of the political spectrum has all the greedy bastids, and the other side has none?
I have seen no evidence of an uneven distribution of greed based on party. In the words of Shakespeare, "A pox on both your houses".
But as to the shooting reference, I do know that one side has the guns.
