Yes, he should have. It is being reported that he has had "issues with schizophrenia" since he was 14. Unfortunately, there are a lot of these ticking time bombs out there. It is rare day when one doesn't go off some place in the country. This case made the national news, but most don't. Most are known to mental health authorities, but with the way the laws are written and with the funding available, there is little they can do.
In Nebraska, what generally happens when a mental ill person gets himself in to some trouble, he committed for a month, put on some drugs that may or may not help and then turned back loose. He may or may not be monitored for a while, but even if he is, it is not for long. I might add the most mental ill people have run across have alienated their families to the point that their families avoid having any contact with them. For the record, most of the people I run across with mental health issues have been bipolar. I have known only two people with schizophrenia including a former girl friend. But I did have deal with a few homeless mental ill people in my former job. It was always a really scary situation for me.
