I agree that public schools are what's been labelled the "established Church of the United States", but your enemies Horace Mann and John Dewey seemed sincere about the goal of an equal opportunity for education since for them, an educated populace would make beneficial political decisions.
Mann was a Unitarian Whig- today's progressive, very liberal Christian. Dewey built on Mann with natural science as the tool for formulating behavior and morality. A pragmatist for whom classical education and tradition, like the term "inner" man meant nothing, since man was a soulless being. Religion was useless, other than motivating others to a desired practical outcome.
But I don't think it was a money grab originally.
