My best guess is that doing so would "force" them to keep a race on the grass when they would rather move it to the main track - on the theory that once they have allowed one grass race to be run over a "heavy" course, they would feel obligated to run more such races under that condition.

I don't really know the reason for this, but there seem to be several retired track conditions. Don't see so many "slow" or "frozen" tracks either.
Maybe for the same reason we don't see workouts described as "driving" anymore. IDK.
