More senate rules changes

1. Diane Fienstien will be allowed to wear her drool cip on the floor

2. The senate diaper station will be operational by Driday

3. The senate vending machines wll be serviced by Beech Nut next year,
They under bid Gerber for the contract

4. Birthday cake celebrations will no longer be asllowed, by order of the Fire Marshall
