Jockey Club Steward Appointment Change at NYRA
Following the appointment of Victor Escobar to the NYRA Steward's post, speculation (following last Saratoga) was whether additional changes in the Steward's Stand would follow.

(Apr 25, 2024) Effective immediately, Samantha Randazzo will no longer serve as The Jockey Club steward at New York Racing Association Inc. (NYRA) racetracks. Juliet Kagno, currently serving as NYRA safety steward, will fill the vacancy for the remainder of NYRA’s Aqueduct spring meet, which ends April 28, and for the Belmont at the Big A spring/summer meet from May 2 to July 7. Dr. Ted Hill, a former The Jockey Club steward at NYRA, will assume the steward position during the Belmont Stakes Racing Festival at Saratoga from June 6-9 and during NYRA’s annual summer meet at Saratoga from July 11 through Sept. 2.

There is a reason, outside the shaky decisions made on inquiries/objections, that I wish the state steward was gone. Sunday was a perfect example. Race 2 had a timing malfunction and was hand timed. This particular steward has power over are what the official times are.
The race in question is actually timed well. It is reasonably close at all calls except the opening 1/4 mile. That one is listed as 23.40, but the time from video is 22.96. For whatever reason, this circuit is the only one that won't use the video times provided. Horseplayers deserve better than that. The winner went wire to wire. The 23.40 paints a false picture of how he did it.

There have been two changes in the Steward's Booth in the recent months. Your assessment cannot possibly be in reference to the current stewards as a whole.
While your reference was meant to evoke a sense of humor, Tom, the fact remains that NYRA took action on what they control as now has the Jockey Club. The remaining shoe to fall belongs to the NYS Gaming Commission.

Assuming "The" should be "they"...who are they?
NYRA changed the Steward that works for them. The Jockey Club did the same. The Steward that remains works for NY State.

New York State needs to fire Baeza. There have been numerous suspect calls in last year or so, but after that horrible DQ of Brick Ambush, the stewards that day should have all been suspended and investigated.

They could appoint God to be the steward and horseplayers are going to complain about the decisions. There are multiple reasonable views on what does and does not warrant a DQ. And within each of those views, there are marginal calls. So there are always going to be controversies and LEGITIMATE debates.
That's why I keep saying these race infractions should not be handled by the stewards unless it's so blatant a dead man could see that a horse interfered and caused one or more other horses a position. If there's even a legitimate debate about whether it cost someone a position you leave the horse up. Then you handle any irresponsible race riding with STIFF fines and suspensions depending on circumstances but that accelerate for repeat irresponsible offenders. That's the only way to reduce irresponsible or dangerous riding and keep the DQs more objective. The more decisions the stewards make the more problems we have.

I'm in favor of middle ground. If the 7 wins and 5 places, and the 3 is allowed his objection against the 7, we dead heat the 3 and 7. If the 3 is allowed objection against the 5, we dead heat the 3 and 5. That way bettors are forced to share payoffs instead of the current all or nothing. Stewards are not perfect and bettors should not have to abide by imperfection.
