You can wire money by phone or online once you have an account set up. So you set up an account with phony ID, or have a friend do it. If an illegal can get himself into the country and earn a living, he can certainly figure out how to send money without the government knowing about it.

According to a report published by Forbes, health care for 3.9 million illegal immigrants costs American taxpayers $18.5 billion annually despite requirements disqualifying them from receiving such. Of that total, $11.2 billion in federal taxes went to subsidizing care for illegal immigrants in 2016.
Enforcement of disqualifying factors would easily pay for the wall.
