wow santa anita just broke it off into all the bettors in the first race
the one horse, just freaking stood there when the gate opened, never left the gate. no refunds.

"Dwelt" - If the gate opened and the horse didn't come out, there likely won't be refunds unless the gate crew interfered and didn't let him go.

unless there was a gate malfunction which sounded like there wasnt, they aint refunding nothing.
Horse caused him own problem by not breaking..

I believe that CHRB rules are very narrow in circumstances like this (dwelt in the gate, stayed in the gate). A mechanical problem with the gate, or interference by an assistant starter, are a couple reasons for a non-start. But if the gate opened and the horse just stood there.... it had every opportunity to start.

They only refund if its their fault. If its the horses fault, than no refund. That's a fair policy.

What happens if ALL the horses in the starting gate refuse to break when the gate opens...and there is NO gate malfunction?
Is the track obligated to return the money to the bettors then...or do they just keep it for themselves?

You know what else isn't fair? Losing your money when your horse doesn't win. It's just not fair. You should get your money back. Where's HANA on this.
