I would think that naming a spot at Saratoga would be better, like the Harvey Pack Carousel or something along those lines. His memory deserves an every day reminder of what he contributed to New York racing and not just a stakes race one day a year.

I would go with a spot with a kiosk that would play videos of Harvey and a cold one to drink while watching the videos

Name a stakes race and call it May the horse be with you stakes/ every horse player in New York will associate it with the late great Harvey Pack/His interviews were classic-

Against naming races after anyone past or present because after a decade less and less people know who they are.
BUT
I am for having statues and pictures of people like Harvey who everyone loved and did a fantastic job for decades. The three big NYRA tracks should each have a place honoring him.
