Definition of algorithm
: a procedure for solving a mathematical problem (as of finding the greatest common divisor) in a finite number of steps that frequently involves repetition of an operation
: a step-by-step procedure for solving a problem or accomplishing some end

Algorithms can be on paper. For example the method of successive approximations for finding the square root of a number that you were taught in high school mathematics (at least I was). Whether on paper, or in a computer, algorithms are public domain and cannot be copyrighted. Ergo, for practical reasons, algorithms are not property.
