he'll take the money then build more wall with the DOD footing the bill. Whatever he dares get away with. After the 9th circus just sided with Trump, the dims will probably be scared to even give them a shot against him using DOD dollars

Acting White House Chief of Staff Mick Mulvany appeared on "Meet The Press" Sunday. He said that Trump has three options on funding for the wall: another shutdown, accepting what Congress gives him, or taking the money from Congress and shifting other funds already appropriated to build the wall. Mulvaney said the 3rd option is most likely.
That plan would use an executive order to shift unspent funds from areas like disaster-relief projects, military housing, and flood control initiatives.
Who could possibly object to that?

By diverting disaster money intended for heavily Democratic California and Puerto Rico — instead of staunchly Republican Texas, which is still rebuilding after Hurricane Harvey — Trump opens himself up to criticism that he’s favoring red states over blue ones. Both of Texas’ GOP senators, Ted Cruz and John Cornyn, have made clear their opposition to reprogramming any Harvey relief funds.
Redirecting the military funds by fiat is also more complicated than it might sound, in part because Pentagon spending typically happens slowly over long time frames.
