Reminds me of the "Vision Zero" initiative in my jurisdiction re pedestrian deaths. It sets an impossible bar. Somebody in black clothing crossing a major street outside a crosswalk at night gets struck by a car - that's not on any of us, realistically.
I'm a big fan of doing everything within reason to reduce horse racing fatalities - but the sport has inherent danger. There's no way to get it to zero. I think we all accept that at some level if we continue to watch, wager, or otherwise participate in this sport.
