We need some changes but that's a terrible idea. You'd just force owners out of the game by severely damaging their ability to recoup some of their money. Imagine if AP was severely injured in the Classic and could never race again. Why shouldn't he breed the next year? But most puzzling is a limit of 20 covers (resulting in perhaps 15 live foals). Why? So now in our example he has to wait a year, when he cools off from momentum going into the shed, then can make money from only 15 live foals. You're killing the owner here and did nothing in many cases to keep the horse on the track.

Don't forget that someone will have to pay for this national sanctioning body. And guess who that will be? The bettors. So one well intended fix would damage both the owners and bettors.

Jeff Gural at Meadowlands harness did something like this. Or tried to do something like this, I don't know the ins and outs of what happened or if the plan was scrapped altogether, maybe pandy or one of the other harness racing aficionados can chime In.

The most he could do is put some kind of limits on the horses entered there. He couldn't affect anything regarding registration and such.
