One reason for that is the lack of respect for the system itself. There is no discipline in the class rooms. Students are allowed to run wild. Most students are not interested in getting an education.

You are so full of crap. A higher percentage of republicans than democrats voted for the civil rights act of 1964 and the voting rights act of 1965. It was the republicans whose 'Philadelphia plan' in the 1970's sought to break the construction unions racial barriers that kept blacks out of the skilled trades.
Civil rights used to be about treating everyone the same. But today some people are so used to special treatment that equal treatment is considered discrimination.

95 percent of northern Democrats voted in favor of the Civil Rights Act compared to 84 percent of Republicans. Southern Democrats voted overwhelmingly against. Those Southern Democrats are now Southern Republicans who continue to support the same Jim Crow policies as the Dixiecrats of the fifties.

This is unbelievable. Your Republican Philadelphia Plan of the 1970’s is actually an executive order signed by Lyndon Johnson in 1965. In 1968 the Secretary of the Interior issued an opinion that the plan was illegal. The Nixon administration fought that opinion, not because of any great belief in racial justice, but because they felt it would drive a wedge between two wings of the Democratic Party; blacks and unions.
Very early in the 70’s the Nixon administration reversed course and stopped supporting the Philadelphia Plan.

It's coming out of your ears now.
It was Nixon that implemented the plan. It required Philadelphia government contractors in six construction trades to set goals and timetables for the hiring of minority workers or risk losing the valuable contracts. No quotas were set. This left businesses a fair amount of autonomy in determining how to meet the goals. As a result, the Philadelphia Plan withstood a court challenge and growing public hostility to affirmative action.
It may have been a twinkle in Johnson's eye, but he buried it deep into a proverbial dark abyss. It took a republican to pull it out and bring it into the light of day.
