not sure about that. if there were slots at Suffolk, and they didn't raise the bottoms, why would anyone want to race at Northampton for 3k, when Suffolk would probably be offer 10k or more. If they raised bottoms, the fairs alone would not be enough to keep those horses around without a permanent anchor track.
the sad thing about the fairs ending was attendance was good, and there was strong interest from the fans. it just was very hard to get horses, and there has been at many fairs a fight over racing versus other activities. It is always a little depressing when the anti racing faction of the fair board decides to put the new generic arena/building smack dab on a portion of the track when there were plenty of other places to put it, just to make sure the stake through the heart sticks.
Brockton's viability depends on the free money they are expecting. They certainly wouldn't risk having to raise the purse money themselves, and there is no way they can get horses there without providing high purses since most will be shipping from a long ways away.
