Any track that offers super wagering in a 4 horse field should have their license revoked far as I'm concerned, same with tri wagering in 3 horse fields. What happens if one or more horses are DNF in those scenarios?

I agree. To answer your question , they pay to "all"
somebody must have played around with the exacta pool, like put in a large exacta and take the money out right at the break to beat the computer boys who have the consuls to do the pool analysis. it happens all the time in harness these days. $40 was big in a 9 horse field for those numbers.

So it was a four horse field with a 3-5 shot and a 7-5 shot and then two hoses barely bet.
My theory is a rebate shop player pounded the exacta box and figured it was a two horse race with two fillers and he'd clear easy money with the rebate. And he got burned.
