Almost all of that money is appropriated for the DoD for military construction.
I'm pretty skeptical he can get it reassigned to this.
Also the SoE is him just playing a crappy leverage card he made for himself. If it was a real option to succeed he would have done it by now.
Republicans will fight him over stuff like wall instead of housing for servicemembers and their families.

See this is a funny thing to me...
They just backed this President rank and file throughout the longest shutdown in government history but they get no "good soldier" points. They didn't even want this fight but they stood with him.
For some reason Trump is some political dynamo and juggernaut in the eyes of his supporters. If he fails it must be someone else's fault... not the prodigal son's.

There's a reason why Trump asked for and received a huge military budget...probably more than what was needed. There's more to it than what meets the eye.
I wouldn't underestimate the man.
