Since the ticket cost $18 instead of $20 I have to assume that what you got is a 2,7 box and a 2,7 up and down with 1,3,5,6. I guess that 'box' and 'reverse' are different.

It will breakdown like this:
7 / 1, 2, 3, 5, 6, = $5
2 / 1, 3, 5, 6, 7 = $5
Note: 2-7 and 7-2 are now already covered so the remaining combos will be:
1,3, 5, 6/ 2, 7 = $8
Total $18
$1 Hit (7-2, in the first ticket)

I see it now...that is confusing. I would think it would break down to..
2,7 / 1,2,3,5,6,7 - $10
1,2,3,5,6,7 / 2,7 - $10
Total- $20

What make that ticket different, the (+) instead of (,)? or is it just that Fonner uses (+) to separate. I'm used to seeing (,) separate horses.

The is 8-1. The is suspect as the favorite. The rest of the field needs the to get cooked in a pace duel. This bet is a back up to a $15.00 exacta box with the and , and makes a little money if the backs out. As it is I cleared over $500.00 on this race. Hope I keep making these terrible bets.

What I wanted was to be able to hit this exacta twice on this ticket, not once. It was explained to me that I need to wheel the exacta, not box it. Or just put in two separate tickets.

I think you have lost me here.
Whether part-wheel or box or whatever, the job of combination ticket solver algorithm is to determine all possible but unique combinations played. No duplicates are allowed hence it will never create the same combination twice.
For example, a four-horse Exacta Box with 2, 3, 4, 7 could be broken down like this for our understanding:
2 / 3, 4, 7 = 3 combos
3 / 2, 4, 7 = 3 combos
4 / 2, 3, 7 = 3 combos
7 / 2, 3, 4 = 3 combos
Total unique combos played = 12
However, once that ticket is punched, the computer will generate all possible 24 combos in this fashion:
2-3, 2-4, 2-7
3-2, 3-4, 3-7
4-2, 4-3, 4-7
7-2, 7-3, 7-4
This is how combination tickets are broken down and stored after extrapolation for exotics payout purposes -- each combination individually rather than in combination form. This makes it possible for tracks to display every possible combination payout accurately and in timely manner.
In short, one can never hit the same combo twice in any combination ticket other than by playing the ticket for twice the minimum but that will also double the cost.
