You could tell them it was all over the phone, and that you will only have it in writing upon accepting. However, I would say the reason they are asking for the letter, is that they know you are not being completely honest with them. At least that is my take on it.

the big boss knows you are FOS, and pulled your card.

"the offer fell through. "

you could get connections at a competitor (the boss you left on really good terms with from the previous gig) or hire someone for a chunk of the 10k (a lawyer) to write up an "offer sheet". I do not recommend.

Tell them the other company won't give you the offer sheet until you provide them with their latest offer sheet. Then sign their latest offer sheet. This will buy you some time to set up a new company and offer yourself the alleged offer sheet, in case the current company's latest offer sheet requires that you provide an offer sheet for it to be in effect.

Or just feign disgust and walk out the door and see if that hole is any deeper.

This sounds like a terrible company to work for ZC. IF they truly valued the work you did for them why would they need to see anything like a job offer letter from another company to justify giving you that raise? Your situation is all too common right now. And no company that I know of is going to give a job offer letter for that person to take home or send it via email or something like that. You would come in and sign it right in front of an employee for that company.

I'd say you're fooked... And at the very least your credibility is going to take a hit. I would cut my losses if I was you.

I have to do all the work and fix all their errors. I think the company made something like $17 billion last year.
Have you been working at this company for long? I don't understand how they could justify hiring people off the street for $7,000 more a year than what you are currently making...

If I were you...and was being teased with this raise while new employees were being hired for more than what I was getting paid...I would worry about the company's perception of me as an employee.

Especially after getting called out on trying to use a lie as leverage.

There are probably 50 people in my building in the same boat. We got hired at low pay and now they are offering higher pay to new employees than they were offering 2 years ago. Company sucks

My advice:

Honesty is the only policy.

You know and they know you're worth the extra dough.

If you perjure yourself to get it you and they will know you aren't.

From reading the thread, no doubt about it. It's sucks to be in the corner you're in, so I'd suggest do what your heart tells you for a fix.

Interesting that this company is hiring people 7k more than 2 years earlier. Wwhere I am it's the opposite. Our company is hiring people on the very low side right now b/c of the glut of workers looking for work. One guy we recently hired is making 20k less than me. He's less experienced, but he's no dull knife. Sharp guy....just wasn't in a position of strength in salary negotiations. Few are today w/ the shitty economy

Drug test as pretty common these day for new employees. I am not so sure about lie detector test because of their unreliability. The chances of a law suit go way up if you fail to hire someone who failed one and they find out. One Company I worked for used drug test as pre employment screening and drug test after little accident and randomly too. A HR guy from the same company said they never use a lie detector because they are next useless as tool in hiring and firing because they can not except in rare cases used court.

The power of management when there is no union. This would never happen in a union shop.

It's time to change your approach. Write a letter to your immediate boss identifying your accomplishments, what you have learned, what you excell at and what you are capable of doing. Also indicate your loyalty to the company.

Seek out an HR(Human Resources) person to review and polish your letter. Explain everything that has transpired when you sit with this HR person.

Remember you are worth this 7-10K in additional income. The problem management is having is simple. You mentioned 50 people in the same situation. Multiply 50 times 7/10K and there looking at a labor increase of 350K to 500K plus benefits. As large as the company is there HR already know there's a problem.

Make it clear that you have not accepted another job and thus there is no formal job offer. Emphasize that you are happy with your current employer.

You may have lost round 1 but in round 2 you are putting in writing a request for salary review which is what you wanted to begin with and they will be compelled to respond to.

Remember to be positive and non treatening. Keep your eye on the target.

What ever approach you choose to take, I'll be rooting for you. Let us know what you decide to do.
