A I do not have enough info on how the tote system works to comment on your question. The only plausible reason could be that the commingled money bet on the host track (Mohawk in this instance) by US patrons somehow takes longer than usual to show up in the host track's tote system.

A I do not believe that the Government nor the host track is responsible for the odds fluctuations. The host track and the Govt. takes their cut from every pool and that is the extent of their involvement.
In a another thread on the subject there was some inference that somehow there was some cheating going on and that some preferred patrons were somehow able to bet after the races have already started. I do not believe that to be the case.
