White House has asked all Cabinet agencies for wall funding

Backing down.

The comments are the latest indication the White House is trying to climb down from its threat to trigger a shutdown over Trump's demand for $5 billion in wall funding.

Sanders said the president would essentially defer to Congress in drafting a spending proposal.

"We want to know what they can pass," she said.

The White House is scrambling around like a cat trying to bury scat on a frozen pond on this one.

Congress allocates funding to the various government agencies. The agencies can't just spend it on anything they like, or give it to Trump, or save it for a rainy day.

You have to wonder if Sarah Huckabee Sanders understands or believes some of the things she says.

“Look, we’re not asking American taxpayers for that. We are looking at existing funding through other agencies right now that we can draw on to do that immediately,” said Sanders.

Where does she think those other agencies get their money?

Agencies funding the wall then turned into Mexico paying for it. Sanders said that additional revenue would come from the new trade deal, and ABC's Terry Moran questioned that:

"The president has been clear, the president has been clear that the USMCA deal would provide additional revenue through that deal that would show that Mexico is paying for the wall.”

“The trade benefits, if there are any, don’t go to the treasury,” Moran pointed out.

“He is saying the revenue provided and the money that would be saved through the USMCA deal, we could pay for the wall four times over,” Sanders insisted. “And by doing that new trade deal, we have the opportunity to pay for the wall.”

“But trade benefits go to private citizens,” Moran shot back. “They don’t go to the United States treasury.”

“He’s talking about the general revenue that comes from that,” Sanders said.

“So you’re going to tax…” Moran asked.

“No we’re not taxing, we’re talking about additional revenue that wouldn’t have existed without the president getting a new deal,” Sanders replied.

Actually, some years back, Matthews was one of the sharpest, best informed political reporters on TV. He had a Sunday morning show that had good people from both sides of the aisle. He quickly went down hill when he joined MSNBC, losing any semblance of neutrality.

During a press conference on Tuesday, Senate Minority Leader Chuck Schumer (D-NY) stated that the White House would need Congressional approval to get wall funding from another part of the government, and they will not get that approval.

Schumer said he received an offer from Senate Majority Leader Mitch McConnell (R-KY) for $1.6 billion for border security plus a $1 billion “slush fund for the president to use for his radical immigration agenda.” Schumer added that he told McConnell he wouldn’t accept the slush fund.

Schumer further stated, “And as for the idea of what [Sarah Huckabee Sanders] said, they could get wall money from NAFTA or some other part of the government, they need Congressional approval. They’re not getting it for the wall, plain and simple.”

That last part is fact. If the new and improved NAFTA does bring in any additional tax revenue, Congress would have the purse strings and decide where it goes.
