Congress allocates funding to the various government agencies. The agencies can't just spend it on anything they like, or give it to Trump, or save it for a rainy day.

Where does she think those other agencies get their money?
Agencies funding the wall then turned into Mexico paying for it. Sanders said that additional revenue would come from the new trade deal, and ABC's Terry Moran questioned that:

“So you’re going to tax…” Moran asked.
“No we’re not taxing, we’re talking about additional revenue that wouldn’t have existed without the president getting a new deal,” Sanders replied.

If he doesn't know, Rachel Maddow does!
Actually, some years back, Matthews was one of the sharpest, best informed political reporters on TV. He had a Sunday morning show that had good people from both sides of the aisle. He quickly went down hill when he joined MSNBC, losing any semblance of neutrality.

That last part is fact. If the new and improved NAFTA does bring in any additional tax revenue, Congress would have the purse strings and decide where it goes.
