why is it so difficult to watch horse racing in canada?

Outside of the Triple Crown, DWC, Breeders, etc, it is nearly impossible to find any horse racing on TV.

Is there a website outside of going to each specific tracks live stream that I can sign up for and even pay to watch horse racing?
