Those counties are breaking the law then.
Also its going to be irrelevant as Philadelphia and Alleghany ARE doing it and that's all Biden needs for the Presidency.

There is an excellent NY Times article that's still on the internet that was published in 2012. The gov't did a bipartisan report in 2005 (James Baker and Jimmy Carter) and they concluded that absentee ballots were risky due to potential fraud. In 2012, many prominent Democrats were against mail in voting, but, at that time, a higher percentage of Republicans used absentee ballots.
