I think most are pegging their tests in the 20-100 kiloton range.
As far as targeting... the North Koreans need a missile first. Then they need a warhead. And then. And then... my buddy in who works in Naval Intel (I honestly don't know what he does) is stationed at Pearl is infinitely more worried about Tsunamis than the North Koreans.
Surviving an exchange though is certainly possible. Where I grew up there were three targets in my city and we would likely have taken 2 hits on ground and on air burst. Both, assuming the Russians can reliably hit what they aim at, would have been to the North of where I usually was. The North Koreans would be trickier because I have little faith in anything related to their program. A miss by a few miles to the North or South would result in pretty light damage all things considered.

Can't we all agree that nuclear alerts should not be put into the hands of state govt, but should be in the hands of the Feds and central command. There were so many things that went wrong yesterday that Hawaii should be embarrassed. One guy could send this out. Improper training. No "all clear" protocol in place. People went into the sewers to escape the holocaust. What a cluster.

You would think for something like this they would have a "double positive" procedure, meaning two people would have to both hit the button on separate computers.
When you have a system where one person's human error can cause this type of panic, you need a better fail safe.
