IMO, there is little reason CD can't start accepting horses, have them and their caretakers on grounds for 14 days, then start racing. That being said, the Kentucky Department of Public Health invited EVERY business (cumulatively such as Optometrists, Dentists, etc..) to submit plans to the DPH for re-opening and I doubt racing is getting any preference even though it is Kentucky's signature industry.
