Why shouldn't she be allowed to stroll into a store armed with a pickaxe and walk out with whatever she wants without paying?

Why would they bother? No charges would get filed against the upstanding citizen and the cops could possibly be charged with assaulting her just by arresting her, This is California after all.

Siddall blamed Los Angeles County District Attorney George Gascon office's do-nothing approach to the rampant crime wave currently afflicting cities all across the Golden State

They should bother because this isn't just a shoplifting case. Here we have a maniac who is threatening other customers and employees with a pickaxe...and these people deserve protection. The shoplifter should have been dragged away in handcuffs...regardless of whether or not she would be released hours later.
