I agree with Tom. I can't fathom the words "Horse Racing" and 'Integrity' being used in the same sentence.

This may one of those problems without a really good solution. "Least bad" is the what we may be talking about. Hopefully I'm just being pessimistic, but I don't have much faith in these kinds of things.
