Baffert knew that he doped Justify and participated in a conspiracy with members of the CHRB to secretly retroactively legalize the cheating. He had legal duties to Churchill to disclose facts that a totally innocent trainer would not have.

He had no duty at all. The CHRB had resolved there wouldn't be any change to the results, the idea any trainer is obligated to report an overage that resulted in no change is absurd. Even for you.

Don't say overage. That's clinical language designed to minimize a cheater. He violated a rule and gave a horse an illegal drug.

And your argument is that as long as people in cahoots with him let him get away with it, he need not tell anyone relying on the results of his horse's races. That isn't necessarily true.
