It's called hyperbole, a rhetorical device used to call attention to an unreasonable idea through exaggeration.
But on a full spectrum, Trump is closer to that end of the range than on the end of free trade, which he claims to favor. Free trade is a globalist policy. There is no question that Trump and his crackpot advisers like Navarro are nationalists, if not socialists. And that is not hyperbole.
