Tracks should schedule races at distances that don't create this sort of thing. But horsemen, for the most part, bring it on themselves. They run ridiculous 1m 1/16 races at Laurel which start almost on the turn because trainers don't want to run 9f.

I've always thought of it as some sort of "class" thing. Somehow they feel like a mile and one eighth is more classy than three sixteenths. And it's definitely what you say.
